SoulSteal SMP is the official plugin of this name from SloopNodge. On a verified player kill the killer gains damage and XP; on death the victim loses a head power that drops as an item. Five tiered head powers (Zombie, Skeleton, Creeper, Enderman, Player), spear and mace weapon powers, levels 1–20, prestige, Radiant heads, custom registry enchantments (Soul Reaper, Headhunter), async SQLite/MySQL storage, and native holograms.

Do not confuse this with unrelated 2022 Skript resources also named Soulsteal.
